Description Bruno Péquin e Emmanuel Lupé (former Larrousse F.1 team members) in winter 1989/90 had created «Formula Project», a Formula 3 team. At Mexico F.1 GP 1990 they announced their will to manufacture a Formula 1 within the end of 1991 in order to run 1993 championship. For this reason, they wanted to build a factory with a proving ground at Lessay
